The folks here at the Abomination Munitions and Moderator for the united international Organization, or AMMO, have worked hard to classify these strange beasts that the modern world call 'kaiju' we have done everything in our power to keep this system easy for the populous to use and understand. Please keep in mind that we are dreadfully sorry to interrupt your programs, but like storms a kaiju alert must be tested. When kaiju activity has been detected a warning will be sent out through the radio, television and internet to ensure that as many in the inflicted areas understand what is going on and what their course of action should be. First let us remind you that every kaiju observed and on record is classified by two over all stats, we at AMMO of course have a much more in depth system but it would get in the way of emergencies. The first is a kaiju's 'Threat' level, this is determined by how likely it is to be a threat to the average person. The second stat is a kaiju's 'Potential' which means the over all destructive abilities it has under it's control regardless how likely or unlikely it is to attack the common man. Now, please pay attention as we go over these levels and make sure to listen when they are broadcasted.

Threat Levels

1: Completely loyal to humanity and will defend us if the need arises and loyal to the very end.

2: Loyal to humanity but might not lay down their lives for us.

3: Allied to our cause but not completely trusted. All mecha and machines fall under this category as they are piloted, thus ultimately neutral.

4: Possibly dangerous to humanity but is safely controlled by AMMO or allied forces. All cyborgs and "allied kaiju" share this designation.

5: Completely neutral. These kaiju want nothing to do with us, be it help or harm. Most large animals living out of the way are ranked as such.

6: Sometimes comes into contact with humanity, no deaths to their name so far but are untrustworthy.

7: Few deaths to their name, possibly caused when enraged or under abnormal influences, still can't be trusted.

8: Actively seeks out humans and causes harm to us or our cities.

9: Maliciously attacks or preys on humanity and focuses on the destruction of human life.

10: Engines of destruction that care for nothing but to kill. Completely unreasonable and must be destroyed on sight.

Potential Levels

1: Humans or human sized creatures with abnormal abilities or cybernetics. Some guards and a couple police should be able to handle with the correct tools.

2: True monsters but not true giants or powerful enough to cause a nation's local armed forces much trouble. Vulnerable to small arms fire, small military or a suitably equipped police force will deal with it.

3: Simply larger and more dangerous version of level twos, strong but can be dealt without too much trial by an army. Immune to small arms but heavier shells and weapons can be effective.

4: Boasting armor or regeneration that could cause an army quite a lot of trouble, but still defeat. Heavy shells and bombardments have limited effect but still useful.

5: Large animals armored and impossible to take down by the regular army. AMMO mecha are needed. Impossible for any conventional force to deal with.

6: Boasting some sort of abilities that AMMO can still deal with. Powerful, but not abnormal. Armed forces might be needed to back up AMMO.

7: Monsters who can take on several armies, AMMO units and destroy countless cities without too much trouble. All available weapons and force is needed to just repel it.

8: Able to ravage entire nations, borderline unstoppable. Multiple armies and AMMO units are needed to turn this creature away.

9: Kaiju with enough power to put the world through another mass-extinction event and render much of the planet dead.

10: Planet destroyer.

Please keep in mind that panic is the foe of clear thinking. Though these high level kaiju sound scary enough, please remember that we here at AMMO are always closing the gap and that kaiju with a Potential Level of Eight and Nine are very rare, the few that do exist are under constant watch and study so your AMMO protectors will be able to deal with them when the time comes. Also please remember that there are no true Tens, this level was added in case of the possibility one might come forth but a creature of such power is impossible to exist.

We now return you to your regular scheduled programming and remember, always listen for a monster's Threat and Potential levels

This is an idea I have been playing with since I watched Pacific Rim, it's a tad more complex than their simple 1-5 because my kaijuverse is a bit more complex. I tried to fit them all into one stat level but I found this just didn't work. Also AMMO are the sort to try and classify just about everything they can, it didn't sound something they would do either. So I introduced the idea of every kaiju have two ranks, the first being how likely they are to be a problem for humanity and the second is how destructive they could be if they really let loose. This became 'Threat' and 'Potential' and I hope I didn't make it too complex. Potential is based on destructive attributes alone, while size does factor in, a 9 could be as small as a human and just be so powerful it can juggle full sized kaiju for laughs. Also, not every kaiju's 'Potential' will match the reality. For example Terrormaw is a 5, but this is because AMMO do not know how intelligent he is, only how brutal and malicious which contributes to his Threat Level of 9. If you added in his army, his schemes and intelligence he would be somewhere between an 8 and 9 if not outright a 9 alone. However there are not too many cases of this simply because it could get really confusing really fast.

To give out a few examples of how this system would work I am going to use it to define a few of my monsters below, starting of course with my main bird.

Corvous- Potential 6, Threat 6.
The reasons for this is pretty simple. he is quite strong, able to give AMMO a real hard time with his clouds and lightning, while he does not actively harm humanity, his pranking the military ruffles a few feathers and leads him to be considered a possible enemy.

Cytosaur- Potential 7, Threat 2
This is pretty straight forwards enough. Cyto is tough, has a host of abilities and weapons while being extremely strong. He is easily a 7 and earned it. He is also fairly loyal, but shows a habit of disregarding orders if his favorite human says otherwise so he isn't the perfect little soldier.

Nyroc- Potential 7, Threat 9
Being as he is fairly powerful, Nyroc is considered slightly more inline with the 'average' ranking of most of my monsters. However being an alien bird sent to exterminate all humanity...yeah, he is considered a hell of a threat.

HIVE- Potential 8, Threat 10
She has entire armies of mutated insects under her control and if let bring her entire forces to bare, could wipe out a few continents of all life. However her forces aren't all that strong and are kept in check by AMMO and other kaiju. She is clearly a very powerful monster, cunning and bent on our death. While not emotionless she treats it more of a job than anything else and likes to be very thorough, earning herself a Threat of 10, something that is not terribly common.

These were just short examples to show how the system would work. I should note that this is based on what AMMO knows so there are a few things that will be off here and there but I will make note to point them out. Like Terrormaw being undervalued as a villain. Another would be Rachus getting a very undeserved Threat of 10 simply because he is a freaky zombie thing. Again, I will point things like this out and not make a habit of letting the system be wrong...if I use it.

I'm still testing how the system works at the moment and would very much like some input, look at it's strength, scrape out every flaw. I don't care, I need some outside eyes on this.

Thanks for reading.
